MILWAUKEE — It was Tuesday evening, and roughly a dozen men dressed in matching orange T-shirts labeled “staff demonstration event safety” sat around a folding table at Haymarket Square. Here in this free speech zone outside the Republican National Convention’s well-patrolled security perimeter stood a stage, podium, microphone and amplification system ready for someone to make a speech.
